The rebuild workflow has been failing with startup_failure since October 2025 because peter-evans/create-pull-request@v8.0.0 was never approved by ProdSec.
This downgrades to v7.0.11 which was approved in PRODSEC-120121.
Tested: triggered rebuild workflow on this branch - completed successfully.
